Government was instituted by God to bring His laws to people and to carry out His will and purposes. In the Old Testament, government maintained the place of worship, provided judges to decide civil cases between the people, restrained and punished lawbreakers, and mobilized the nation for action against external enemies. The Preamble—or “Enacting Clause”—of the Constitution is more than just a pitcher’s long wind-up before delivering the pitch to home plate.
If the people do not perceive an effective system of protection within the government, they will not follow its laws and will not respect its authority. Enhanced security for rights, however, is not the only advantage of America’s federal or divided allocation of governmental powers. The states, and not the national government, were entrusted with the all important “police powers,” that is, the authority to protect the health, morals, safety, and welfare of the people. Written documents of governance, however, had been the norm for every colony founded by Bible-minded Christians. After all, God had given Moses a fixed written law to govern the nation of Israel. This Mosaic Code was a higher law that men could live by – and appeal to – against the whims of ordinary men. These written documents of governance limited the power of government and gave citizens maximum protection against the decrees of selfish leaders. That being said, each tax, program, or regulation government puts in place impacts economic growth, the distribution of resources, and the health, education, and fulfillment of citizens in different ways.
The legitimate authority to enact and enforce laws is one primary purpose of government. As such, governments institute laws and punish those that break them. If you were to ask a dozen people what the purpose of government is, you would undoubtedly get a dozen distinctly different answers. Despite ideology, however, all governments have similar basic purposes. The proper purpose of the U.S. government is not to bring democracy or freedom to foreigners, but to protect the rights of Americans.
